Minor fix to Watermark and attachment view settings

Fixed: signing in on a second device now finds and restores your saved identity. Voice recorder: tap to record, tap again to finish — the on-screen instructions now match. New: if cellular data is turned off for Radio Bravo, a notice explains it and links straight to Settings.
